Typically what I saw is a rule created in OWA, that does not show in the desktop client. I'm going to look closely and see if the "hidden" rule has taken place in our sphere. The first version lists normal rules, while the second lists hidden rules as well. The problem is that the "Junk E-mail Rule" rule is a hidden rule, so it will find it in EVERYONE'S mailbox.
